The United States Polo Association was founded in 1890 as the governing body for the sport of polo in America. It still is. In 1981 it began licensing its name to apparel, and U.S. Polo Assn. is that brand. Royalties from what you buy go back into the sport itself.
Ralph Lauren is a fashion house founded by a designer. Polo is the name he gave his label because the sport suited the image he was building. There is no connection to the governing body, and never was.
The two have spent decades in court over the horse imagery, and the courts have broadly held that both can trade, because the marks are distinguishable.
Which brings you to the practical test. Count the horsemen. U.S. Polo Assn. uses two riders with mallets raised, competing. Ralph Lauren uses one. If you are looking at a chest logo and trying to work out which brand you are holding, that is the answer in a single glance.
So when you see U.S. Polo Assn. priced well below Ralph Lauren, that is not a discount and it is not a warning. It is a different company with a different position in the market, selling solid, well made American casualwear rather than designer fashion.

U.S. Polo Assn. is sized to American standards, which means generous. This is the opposite problem to the European brands where everyone tells you to size up.
